He holds a doctorate in Bioethics and has spent more than twenty years working at the intersection of clinical ethics, research compliance, and emerging technologies in healthcare.
Throughout his career, Dr. Garrett has served as a thought partner to hospital ethics committees, nonprofit organizations, multiple federal agencies, and AI governance initiatives. His work focuses on the design and breakdown of ethical infrastructures: how decisions are made, recorded, ignored, and—sometimes—used as instruments of harm. His debut novel, Consent Deferred, approaches these themes through fiction, drawing on a future only slightly removed from the present.
